Without suggesting anything specifically, you forget that there may have been remediation involved i.e. he could have been deficient in math/ writing and may have taken courses that we counted towards "degree completion" but weren't "college level".  Also, Pacific Seminar (it's name) is taken by some schools and not by others.  It is "college level" but some schools don't have a classification for it.  So while it skews as a writing course, it may not "work" withing the schools frame work.  Finally, remember many schools don't accept transfer work in which a grade of C- or lower is received (we don't).  So while a C- may satisfy degree requirements here, it may not even transfer to BC. 

And yes, Fresno can take you if you have a pulse...and if you don't, it's a simple appeal process.
